The story
NOA, also called NOA Chef's Hall, is a modern cuisine restaurant at Ranna tee 3 in Tallinn. It holds one Michelin Star as of 2026, awarded for high quality cooking.
The kitchen serves an eight-course degustation at 169€. It opens with bites such as crab croustade and panipuri with truffle, then moves to hamachi crudo with tomato, blood orange and wasabi. Arctic char arrives with chestnut, timur berry and seabuckthorn beurre blanc. Pigeon is the main event, paired with peas, madeira and vadouvan. The same year, Michelin also gave NOA a Bib Gourmand. There is no vegan menu, but gluten- and lactose-free adaptations are possible.
Roman Sidorov is head chef and Tõnis Siigur is executive chef. A former intern describes a concept built on using fire in different ways across the dishes, a technique he said he would rarely meet elsewhere. The same account praises the precision and rhythm of service, which can run six hours.
Head sommelier Marko Mägi oversees a list the guide calls interesting. The sommelier pairing (125€) starts with sparkling sake from Fukushima and includes a Txakolina from Spain. The cellar pairing (230€) pours a Tokaji Aszú. A tea pairing (90€) offers an alcohol-free route, from Estonian rosemary kombucha to a Fujian milky oolong.
